Reasons for the request

The project was developed originally by jreniel, I believe as a part of his work in NOAA OCS. AdcircPy is now maintained by oceanmodeling community group on GitHub (https://github.com/oceanmodeling/adcircpy) where the original repo resides. The ownership of the PyPI project however is not transferred to anyone (oceanmodeling/adcircpy#193), so we cannot release the latest versions on PyPI since the token expired.
