Streamline OJS backups #4626

We create backups for OJS. To streamline and optimize the process we should:

rotate backup files so they don't fill the disk - keep 30 days
copy backup files to another location so we don't lose everything if there's a disaster on the VM itself

Note that eventually we expect Manifold to handle the work OJS is currently doing, but we have no timeline for that.
