Confirm database usage in various roles #2661

We recently removed roles for percona (PR #2660 closed issue #1884) and mariadb (PR #2659 should soon close #1850). This involved removing those database roles as dependencies for several other roles. Should those other systems now connect to postgres databases? Some of those roles don't seem to be installing or configuring any database at all.

We've now created epics to document migrations for all our postgresql and mysql apps.

See #2737 and #2735 for more information.
