Auto-approve "non-optional" leave

As an approver, I need "non-optional" leave to be automatically approved, but I need to be notified that it is occurring.

Sick, jury duty, bereavement

auto-approve should only occur if the hours are available. Note that bereavement has a maximum days.

Documentation may need to be exchanged for approval of jury duty and bereavement, so they can not be auto approved.
