Issue

As an admin role, it should be possible to create a projects, by broadcasting a document in Dash Platform chain.

Design:
#22

We want to see:

A button to create projects as an authenticated admin (only viewable by admins, and admin Identity identifier is hardcoded)
An interface to create project
A list of projects retrievable straight from DAPI (Dash SDK) viewable by any user (even non-authenticated)
