Shard Module

The shard module will execute transactions and generate a new state root based on witness/transaction packages received from relayers.

• Allow shard module to save/load from disk (Allow shard module to save/load chain from disk #89)
• Allow shard module to communicate via P2P for syncing, and block/transaction propagation (P2P network operations to share shard transactions, witnesses, packages, and blocks #81)
• Allow shard module to execute transactions and update state root (Allow shard module to execute transactions and update state root #90)
• IPFS connection to handle transferring state, transactions and blocks (P2P methods for sharing data (something like BitTorrent or IPFS) #91)
