Is your feature request related to a problem? Please describe

Portainer is nice for viewing and troubleshooting stacks but past a few stacks and environments it can get a bit cumbersome manually adding them all to the UI.

Describe the solution you'd like

A Terraform provider to allow the management of Portainer resources - users, groups, teams, stacks, secrets etc would allow for IAAC approach to the deployment of stacks alongside the benefits of the Portainer UI for management and troubleshooting. Either through manually creating or generating a TF provider using the Open API based HCP generator Portainer could allow this mixed approach.

Describe alternatives you've considered

• Continue manually creating stacks
• Build the TF Provider ourselves (better if maintained by the owners of Portainer)

HCP and Portainer are already partners so it makes sense to have a valid and current TF provider.
