what is the simplest way I can do it?
I've tried

brew bump-formula-pr --version=21 openjdk

but got

Error: This formula is not in a tap!

For those commands you'll need to run brew tap Homebrew/core once. You can untap after

[ashr123]

it turns out that there is a PR: Homebrew/homebrew-core#144045
