What would you like to be added: Given this blog post and this API Doc we can now provision OIDC in OKE clusters, both for discovery and for authentication. The request is to make this feature available through this cluster-api-provider

Why is this needed: This bring the cluster-api-provider to feature parity, as well as enables users to offer an alternative authentication mechanism both internal and external
