Plot attribute IO refactor

Description

There have been a number of new plot capabilities added over time with disparate attribute sets. As a result the to/from XML methods have become mostly and understandably specialized depending on the capabilities of the plot class.

Compatibility

This should simply clean up the IO code for the plot classes -- no compatibility implications really.
