The export button should be disabled when entries are null

Describe the bug
The export button on the Resources page exports an empty csv file when the data is null or zero

To Reproduce
Steps to reproduce the behavior:

1. Go to link
2. Click on export icon either on top or on any category
3. See error

Expected behavior
The export button should be disabled with a tooltip saying "no data to export" or something like that
