Navigate to doctor notes page upon doctor notes clicked if popup already in view

Describe the bug
The doctor notes button in the encounter dashboard becomes a no-op when the popup is already in view.

To Reproduce
Steps to reproduce the behaviour:

1. Go to Encounter Dashboard
2. Click doctor notes (this mounts the doctor notes popup)
3. Click doctor notes again (this does nothing)

Expected behavior
When Doctor Notes is clicked and if the popup is already mounted into view, then it should navigate to the page dedicated to doctor notes.
