The NetworkPoseRetargeter should be functional with the Photon Fusion 2 networking framework and spawn the second player when the other player is connected to the same application. Can you check on the Photon Fusion 2 settings and check that the two clients are connected? Also, the Unity Project Setup tool should be checked in the scene to ensure that there are no project setup errors.
