[Feature]: DB Table State Info Collect #20

功能描述以及必要性描述

1, 便于观察DB、表状态
2, 可基于此做一些预警
3, 如果后续做SDK 过滤在线请求的SQL，会用到这些信息缓存

建议和方案

DB模块增加集群状态页面，用于展示DB、表状态及一些统计信息。
