Move heading control to head layout on mobile

On pages where "document title" matches content of first heading, we could move the heading to the head layout to reduce the duplication.

Example is entry/story/being detail, where first heading is inline editor with three dots dropdown and document title promoted to head layout for mobile is just a duplicated the same thing

After applying this idea
