How is flow used?

Hi, I have been reading the paper and I'm still not sure how the flow is used. From what I can understand flow is the change between two consecutive frames. But is it then applied into the inpainted section of the frame? Or is it a separately trained neural net. And is there any calculated loss that comes with this Flow?
