wsl --update throws error code: Wsl/UpdatePackage/0x80072f78 #12468

Repro Steps
My system is behind a corporate Man-In-The-Middle security appliance that does content inspection. For that purpose, a company-provided rootCA has been installed on the system certificate store of all systems. I'm mentioning this in case it has something to do with the observed behaviour.
Do note that on the system Windows Update, browsing, as well as apps like Viber, Spotify etc work just fine (as long as the organization-provided rootCA is installed on the system cert store).
Repro: run either
wsl --update
or
wsl --update --web-download
Expected Behavior
Command should either report that there are no updates, or make a wsl update
