Steps to reproduce

I'm using a Japanese keyboard.
When I press Caps Lock with Shift, Ctrl and Alt assigned to the Caps Lock key in Keyboard Manager, Shift, Ctrl and Alt are always pressed. It seems that the function of Caps Lock is not completely exhausted but still remains.
