Description of the new feature / enhancement

maybe a function like Win + shift + R but only for creating gifs that are saved directly to the clipboard. Something like Win + shift + G would be good for it.

Scenario when this would be used?

Personally, I would use one at work for helpdesk articles or to quickly show something to friends.

Interesting proposition - this is best filed on Windows Feedback Hub (Win + F) as an improvement to snipping tool.
