Investigate CGAL 2D Arrangements

While trying to figure out whether polyline simplification is deterministic, I came across some comments on our old Stack Overflow posts suggesting 2D Arrangements may be the better way to represent Geography. This kind of rewrite would likely take a lot of time, and is currently not high priority at all. However, just leaving these here in case we ever investigate that avenue in the future.
