If my course only has 2, why does it start at 5?

It is a default that can be changed in settings. It was chosen as a plausible number of items people might want to update, though 2 or 3 might have been reasonable.

but it generates an error when saving

Its a warning rather than an error. I wanted a reasonable number. I am not convinced that 5 is a reasonable number, perhaps 2, what would you set it to?

The detail that made me open it is the fact that 5 is greater than the maximum that exists. Why not put 5 or the maximum?

It was 5 and would show a warning if a form was submitted with fewer
than 5 eligable activiy items in the course

I have updated it to default to 2
