What happened:

The pod could not start because it could not mount the volume "aws-cred": secret "aws-credentials-boskos-scale-001-kops" not found

I was trying to run presubmit job - https://prow.k8s.io/view/gs/kubernetes-ci-logs/pr-logs/pull/kops/17224/presubmit-kops-aws-scale-amazonvpc-using-cl2/1881448626929012736

What you expected to happen:

Presubmit jobs should work like before.

How to reproduce it (as minimally and precisely as possible):

run a presubmit job like this - kubernetes/kops#17224 (comment)

/test presubmit-kops-aws-small-scale-amazonvpc-using-cl2

Please provide links to example occurrences, if any:

Anything else we need to know?:

#33820 - scale test got moved to KOPS prow causing a failure.
