Welcome Email not being sent

Hello,
We are using your plug-in, and the welcome email is no longer being sent from constant contact. I found this article: https://community.constantcontact.com/t5/Documentation/Creating-a-Contact/ba-p/25059, that states: "Contacts who are added with "ACTION_BY_CONTACT" receive a welcome email. This value CAN ONLY be used if the contact is being added as a direct result of an action by the contact themselves (ie they are adding themselves via a public web form). Contacts who are added with "ACTION_BY_CONTACT" will receive AutoResponder sequences. Contacts who are added with "ACTION_BY_CONTACT" are included on your "Visitor Signup Report"."

Our activity log shows your plug-in giving that value [opt_in_source] => ACTION_BY_VISITOR.

Is there a way in your plug-in to have an email notification to the recipient as soon as they fill out the form? Thank you
