Recording this here though I don't have a reason to believe the error is definitely in the model rather than in the web app or API layer.
The following three scenarios all output exactly the same costs, even though the hospital surge capacity is being varied as much as possible and the number of hospitalised exceeds the surge capacity in all scenarios:
