Add Feature To Auto-Resume Failed Transfers

When transfers fail, a user must manually click a button to resume. If the user does not click resume, the failure sit waiting for action forever. I propose the following new features be added that are options:

1. Add an option to automatically resume a failed transfer; additionally, when this option is enabled allow the user to specify X number of max resume attempts to make
2. Add an option to only perform automatic resume after X number of seconds

Automatic resume would apply to all transfers that support resume. Additionally, the server must support resume functionality for it to work.
