Design a Project Level 0 modal

Overview

We need to find out from stakeholders whether they would like to turn the "Your project level is 0" infobox page into a modal.

Details

If a user has a project that is level 0, rather than moving them to a new page that stops their progress, it may make more sense to instead have a modal that alerts them of their status and allows them to take different actions. Those actions could include:

• Editing project details
• Resetting the project
• Navigating to Save Summary/Page 5

If the user navigates to Save Summary with a level 0 project, it could have:

• Custom level 0 information
• A link to the ordinance
• Print project
• Save project

Action Items

• Discuss this issue with stakeholders.
• If approved, close Design: Increase legibility of infobox text for "Your project level is 0!" page #1935 and replace it with this issue.
• Design a new modal and workflow for project level 0.
• Review with product, design, development, and research. Update if needed based on feedback.
• Once finalized, update the slide on the staging deck.
• Get Stakeholder sign-off via the stakeholder meeting slide deck.
