HR fails to reconcile cannot find migration job

What went wrong?

What happened:

• The HR fails to reconcile and hits install retries exhausted. The reason being because the migrate job cannot be found. Even though the migrate job ran, completed, and then terminated.

What did you expect to happen:
the HR should reconcile.

How do we reproduce it?

1. Spin up grafana oncall with internal postgresql
2. have migrate as true
3. see that the migrate job runs successfully and completes and terminates
4. helm release reconciliation fails.
5. error message is that specific job was not found
