We Have Grafana 9.2.10 within our on-premise server, where Zabbix 4.3.1 was installed but we are facing an issue with this plugin that it is not published to grafana.com/plugins,
We experimented with installing various Zabbix plugin versions.
Zabbix versions higher than 4.4.x are incompatible with Grafana 9.2.10, but Grafana 9.2.10 does not recognize plugin versions less than 3. We are encountering the same issue, which indicates plugin unavailable, when attempting to configure the Datasource. Can you please guide us in fixing the issue?

I just tried it out with docker and I was able to install zabbix and run it. I'm not sure what is wrong in your case but looks like some environmental issue. The plugin unavailable error means that the plugin couldn't start. You may find some more relevant information when grafana starts and initializes plugins.
