Add instance mapper to rewrite X-Scope-OrgID header based on source and target orgID

In other places like metrics-generator in Tempo, we use an instance mapper to forward metrics to the target prometheus orgID based on source traces orgID. We might need to do something similar for our logs storage. For now we can create a configmap with source:target pairs and just rewrite the headers ourselves.
