Add link from ML Plugin - Forecast List view

We should add a link to the ML Plugin, that appears if this training plugin is available.

It would appear on the Forecast list page, as part of each forecast.

It would take you to the AI Training o11y graph view, and display the graphs for that specific forecast.

• Determine if we can get the process ids needed within the ml plugin
• Add a check to verify if the ai-training plugin is available
• Add a button to the forecast list item component if the above two are true
• Update the ai training olly page to accept process ids in the url, and generate graphs based on those

This would let us have an immediate way to view/test/validate the functionality here without having to have a user setup an export process and send us their training data.
