I agree it's an error and should be fixed in the GDS.

The break is over a substrate contact and is an error of no real consequence, but if the GF rules are implemented as written then it will be flagged as a DRC error.

@RTimothyEdwards I'm not sure if that's an issue or not. Because it's similar to the other case here: google/globalfoundries-pdk-libs-gf180mcu_fd_io#6 It might abut to another cell and work with no violations. But It's important to confirm that with the foundry and make sure to get their feedback on it.
