autistic.sack.of.friends on Discord says

it'd start with a trade for water in big quantities, with a pretty high max number of completions such that it's expected you'll automate it. once they run out you get a series of trades about them dealing with the consequences of a drought, e.g. directly buying water, buying crops, etc.
