Make Web Service Scope/Client configurable

Story

As a developer of the funcx web service, I would like to be able to deploy a fully working funcx environment using a non-production client and scope.

Acceptance Criteria

• Steps for creating a custom client and scope should be documented including required dependent scopes
• Custom client and scope should be specifiable in values.yml for helm deployment.
