Schema for Phase II multi-site data access references

In Phase II, dataset entries in the consolidated US-DOE index will need to list multiple data nodes and multiple data access links. These should be organized in a manner that enables clients to understand the physical location for each data access option.

We need to finalize the schema for any related keys in the dataset entry schema.
