Describe the bug
If ISAR crashes when trying to start a mission, Flotilla will report the mission as ongoing when ISAR restarts, even though ISAR reports not running a mission.

To Reproduce
Crash ISAR when starting a mission.

Expected behavior
If the robot is available then we should report the mission as not running.
