Add e run Equivalent Command

Add an equivalent to e run, such as "Electron Build Tools: Run" which will prompt the user to select a folder/file, and if they don't choose one, follow-up prompt if they want to continue with default app. Perhaps a separate "Electron Build Tools: Run (Advanced)" which will also prompt for additional arguments to use, and if they want to run in debug mode.
