Best way to bulk update?

Hi,
I want to update the notification url for URLs with a certain tag. Instead of doing this one by one via the interface, I would like to do this in bulk. Any suggestions on how to this? Is editing url-watches.json (and restart) in the data directory of the docker volume sufficient in order to this in a safe way?
Or do I need to do something else or extra?
Having said this, what the purpose of url-watches-before-1.json and url-watches-before-2.json?
