Implementing the tools used in bcadmin CLI to the Popcoins.

This should include:

Connect to a ByzCoin instance and share it to others
View current user's DARCs and share them
Ask for DARC creation/spawn a new DARC if has the right to
Delete a DARC
Sign transactions
