Other than code comments, we need documentation that includes at least:

Design
Administration (server-side setup and maintenance). There are old scripts for store maintenance/analysis (look for "hammerpants") that could be (e.g., migrate/reconfigure special remotes across datasets in a store without cloning every single one and pushing back).
Usage (user-focused)

I have created placeholder files in the documentation that can be filled out in c221be5
