feat(clerk-js,react,types): Add option to enable combined flow at component level

Description

Adds the ability to opt in a single <SignIn /> component instance to a combined flow.

<SignIn withSignUp />

<SignInButton mode="modal" withSignUp />

Resolves SDKI-812
