At the bottom of the page that you ref. for Eddie Robertsson's code (https://www.xml.com/pub/a/2004/02/11/relaxtron.html?page=5) "Combining RELAX NG and Schematron" states "Content licensed from and © 1998 - 2008 O'Reilly Media, Inc.".
O'Reilly Media has an open source(? - not a lawyer, don't play one on TV either) license and a policy from re-use (See https://svn.apache.org/repos/asf/forrest/tags/forrest_06/legal/oreilly.codepolicy.txt - https://en.wikipedia.org/wiki/O%27Reilly_Media#Licensing).
