When you have Touch Bar showing on your screen, go to the Finder and click on View.
There you you see Customize Touch Bar... menu.
Select it to see the Customize Touch Bar Window.
Drag the items to your Touch Bar.

Works flawlessly.

great tip. how do you make the touchbar visible to drag items onto? mine disappears

edit: nvm, drag the items to the bottom of the screen. then they will show in the bar

If we set the window level to CGShieldingWindowLevel(), then it remains visible. But we should drag items not onto the bar, but to the bottom of the screen to place not occupied by the touch bar.
