Issue description

I found a problem with Batocera x86-64 Commodore 64 emulator. Release tested is 41 (also 40 has the same problem). Libretro core works fine, but the standalone Vice emulator has a problem with controllers. I tried a Xbox360 controller and another snes type, but both are not working during games. The only button working is the "SELECT" button that open Vice menu configuration. I did a test on Batocera 35 and here it works perfectly fine out of the box.

Detailed reproduction steps

Clean install of Batocera 41 (or 40). Open preinstalled "Fix It Felix" game with VICE Standalone emulator.

On Batocera 35 VICE Standalone works fine.
