Import Temperate Vagrant disk mounting configuration

In the Temperate project, we encountered and addressed the problem of VMs locking up generally via a process of trial and error, culminating in the change in azavea/temperate#587 that appeared to completely resolve the issue. We should port the relevant configuration to this project, as their structure is very similar, to alleviate problems with VMs locking up periodically.
