The manifest manager currently hardcodes full cantaloupe URLs. If the URL of the system changes for any reason (backup/restore, casual change) suddenly the cantaloupe proxy fails. This URL needs to be relative to the current domain AND we need a migration to move data from absolute URL to relative URL.
