Describe the bug, including details regarding any error messages, version, and platform.

It uploads to https://dist.apache.org/repos/dist/release/arrow but it should upload to https://dist.apache.org/repos/dist/release/arrow/apache-arrow-go-${version} . (The last apache-arrow-go-${version} component is missing.)

fix(release): fix wrong upload path

We should use
`https://dist.apache.org/repos/dist/release/arrow/apache-arrow-go-${version}`
but `https://dist.apache.org/repos/dist/release/arrow` was used. (The
last `/apache-arrow-go-${version}` was missing.)

I found this when I tested apache/arrow-java#496.
And I confirmed that this was fixed manually by svn log -v https://dist.apache.org/repos/dist/release/arrow.
