Is your feature request related to a problem? Please describe.

Starting with 3.1 tablet files can optionally have a range. The expectation is that if a tablet has a file with a range then that range should overlap the tablet range.

Describe the solution you'd like

The new admin check command could inspect each file in a tablet and if it has range ensure the range overlaps with the tablet.
