Unable to launch Spyder

I have a brand new PC running Windows 11. Same version as my laptop on which everything works fine. I am unable to launch Spyder. When I initiate Spyder from the Anaconda Navigator it pulls an application launch error. 'Exit code: 3221225477'.

I have tried uninstalling and reinstalling Anaconda Navigator multiple times, installing Spyder directly, updating conda, and so on.

When installing Spyder 5.4.2 directly, it still does not load which is peculiar.

Nothing has been able to get Spyder to launch. I have not done anything with pip.
