From #2320 (comment),

when adding users you need to specify a phone number (including area code) and a country code. Most of the time these will be the same (e.g. GB and +44). It might be possible to automate getting one from the other.

Before making changes we should understand,

  • Is there ever a situation where we expect the two to differ?
  • Why do we need the country code?
