Run scripts to ensure data meets UDOT standards

Acceptance Criteria

Data presented in the correct form for UDOT submission.

Notes

About 10 quality checks (dupe vertices, sharp angles, dangles, etc.)
Day or so before road update
Requires the only Data Reviewer license that we own

I read a comment that this was not well defined. Do you anticipate changes to this issue to correct those issues?

Working with Erik tomorrow, 1/10/25 to work through the process. Should help to better define the goals.
